Garland's Building Inspection Department prices a residential in-ground pool permit at $550: $250 for the pool plus $150 each for electrical and plumbing. Above-ground pools, hot tubs and spas start at $250, and a 4.5% technology surcharge is added to every permit the department issues. An application needs scaled plans and a site plan, processing usually takes three to five business days, and a signed, notarized Swimming Pool/Hot Tub/Spa Affidavit has to reach the office before the permit is issued.

On that affidavit the owner certifies one of two protections for every door from the house into the pool area: an alarm that sounds for at least 30 seconds and can be heard throughout the house, or self-closing, self-latching doors with the latch at least 54 inches above the floor. A new finish has its own first month on top of that: the National Plasterers Council says a finish is especially susceptible to staining, scaling and discoloration in its first 28 days, and Pebble Technology International keeps the saturation index between -0.3 and +0.3 through those 28 days, a start-up range it designs for high-performance finishes rather than traditional plaster.

Duck Creek, Embree and the Cowboy Hat Capital

Garland began between two rival railroad towns, Duck Creek and Embree. In late 1887 Congressman Joseph Abbott settled the matter by creating a town between them and putting the post office there, named for Augustus H. Garland, attorney general under Grover Cleveland, and Garland incorporated on April 21, 1891. A tornado destroyed much of the city on May 9, 1927, and killed seventeen people. The Handbook of Texas counts 10,571 people in 1950, about 72,000 in 1969, 180,650 in 1990 and 215,768 in 2000; the 246,018 counted in 2020 made Garland the thirteenth-largest city in Texas.

The Texas legislature named Garland the Cowboy Hat Capital of Texas in 2013, for Hatco and the city's other hat makers. In 2017 a two-block stretch of South 11th Street, with homes dating to 1913, became the first place in Garland on the National Register of Historic Places, followed by the Garland Downtown Historic District. The Handbook counts four outdoor aquatic facilities run by the City and a Hawaiian Falls water park, and the City's aquatics pages name Holford Pool, Bradfield Pool, Surf & Swim and its splash pads; Firewheel Town Center opened in 2005. The USDA Natural Resources Conservation Service soil map puts Houston Black-Urban land complex, Houston Black clay mixed with built-over ground, under 25.2% of Garland and Dalco-Urban land complex under 11.4%, with frequently flooded Frio silty clay at 6.4% and Branyon clay at 6.1%.   2. Undercut and sound out

    SGM's manual undercuts the old plaster 2 inches away from all tile and fittings and 3/8 inch deep, then sounds out hollow plaster, saws 3 inches outside each hollow spot and patches the hole.

  3. Bond coat or chip-out

    SGM's warranty terms require its Bond Kote system when its finish goes over an existing one; where the old finish is first removed by sandblasting or chipping, the bond coat may not be needed. Pebble Technology International's remodels strip the old surface first.

  4. Trowel to thickness

    The National Plasterers Council puts a cement pool finish at an average of at least 3/8 inch and at most 3/4 inch, and says the finish can't level an uneven shell beyond that.
