Pool finish questions: quartz, color and warranties
Rockwall Pool Resurfacing resurfaces pools in white and colored plaster, quartz, pebble and polished finishes.
What is diamond brite pool finish?
It's SGM's quartz pool finish: a factory blend of what SGM calls Diamond Quartz, select aggregates and polymer-modified Portland cement, made for new or existing gunite, shotcrete and concrete pools, spas and water features. SGM works it to a final thickness of 3/8 to 1/2 inch, each 80-lb bag covering about 22 to 25 square feet, and says the exposed quartz gives steps, benches and shallow areas natural slip resistance. Its own pages give two life spans, 8 to 12 years in one place and 10 to 15 in another. Diamond Brite is one of several quartz pool finishes.
Why do pool finish colors fade?
Less because of the sun than people expect: the National Plasterers Council says sun and UV are "not so much" the cause. It names three common causes of color loss in a pigmented finish: calcium salts from the curing cement masking the pigment, minerals or metals settling out as scale or stains, and the cement itself dissolving. Masking is most likely in the first 3 days after a new finish is filled, and water left aggressive, low in calcium hardness, pH or carbonate alkalinity, can leach pigment up to 1/8 inch deep, a loss the Council calls irreversible. Pigmented plaster is one of the choices in pool replastering, and the Council calls water balance the most critical care item for any cement-based finish.
Does a new pool finish come with a warranty?
From the finish's maker. SGM, CL Industries, Premix-Marbletite, Pebble Technology International and NPT each limit their finish warranties to the material, not the installation, and each sets conditions: SGM's must be registered within 30 days and Wet Edge's within 60, and SGM and CL Industries want monthly water-test reports. SGM's doesn't cover delamination, check cracking, draining, freeze-thaw damage or the color of colored plasters, and Pebble Technology International covers the pebble, glass bead and pigment in residential pebble pool finishes for 5 years. SGM also tells buyers to ask for the finish brand and color by name in the bid and to photograph the bag labels with their batch numbers. These are the makers' terms, separate from anything an installer offers.
Can a pool with a salt chlorine generator get a new plaster or pebble finish?
Yes, but the salt waits. The National Plasterers Council's start-up card adds no salt in the first 30 days, NPT and Pebble Technology International wait at least 28 days, and NPT says waiting up to 6 weeks may help; Pebble Technology International adds that salt left on the surface can scale, stain or discolor it, which its warranty doesn't cover. After the cure, SGM calls salt chlorinators compatible with Diamond Brite but warns they can cause calcium scaling when pH runs high, and the Pool & Hot Tub Alliance notes that salt pushes dissolved solids above 3,000 ppm.

(469) 653-0486Start-up and water care after pool resurfacing
The National Plasterers Council says a new finish is most open to staining, scaling and discoloration in its first 28 days, and that a proprietary finish should follow its own maker's start-up.
Why does a newly resurfaced pool need so much brushing?
To clear plaster dust. As new cement hydrates it releases excess calcium hydroxide into the water, which the National Plasterers Council calls common and not harmful, but Pebble Technology International says dust that isn't watched can settle back on the surface as stains, blotchy color or roughness. The Council's start-up card brushes the whole pool at least twice a day; Pebble Technology International brushes three times a day for the first three days and twice a day for the next ten, then about once a week.
When can the pool heater be turned on after resurfacing?
Not right away, and the sources differ on how long. The National Plasterers Council's white paper keeps the heater off for 28 days, while its start-up card says not until the water is balanced and no plaster dust remains; NPT puts that point typically between day 4 and day 10, Pebble Technology International waits at least 14 days, and the Pool & Hot Tub Alliance goes by the maker's time, normally 2 to 4 weeks.
Can a robotic or automatic pool cleaner go in a newly resurfaced pool?
Not for the first few weeks. The National Plasterers Council's card keeps wheeled vacuums and wheeled cleaners out until after 28 days, though brush vacuums and non-wheeled cleaners are allowed; SGM keeps automatic cleaners out for 28 days and wheeled vacuums out for 14 to avoid wheel marks, and Premix-Marbletite's warranty instructions bar brushless cleaners and wheeled vacuums for 30 days.
Why does a new pool finish look blotchy?
Some shading is normal while the cement cures. The National Plasterers Council says normal mottling comes from differences in moisture and in how fast the cement hydrates, is not a defect, and typically lessens or disappears with time; SGM says light mottling in Diamond Brite usually evens out over the first six months, and Pebble Technology International allows about 28 days before judging the final water and finish colors. The Council separates that from abnormal discoloration, such as trowel burn or trapped moisture, which doesn't clear on its own, and says to inspect a finish with the pool full and clean, in the morning, the afternoon or on a cloudy day, never at night under the pool lights.
What water balance keeps a pool finish from etching or scaling?
The National Plasterers Council's start-up card keeps the saturation index between 0.0 and +0.3, especially in the first six months, with ongoing targets of 1 to 3 ppm chlorine, pH 7.2 to 7.6, carbonate alkalinity 80 to 120 ppm, calcium hardness 200 to 400 ppm and cyanuric acid 30 to 50 ppm. Stabilizer builds up from trichlor tablets, a 7-ounce tablet being about 55% cyanuric acid, and the Council warns that 100 ppm or more may permanently damage the surface. Plaster that has already etched or scaled rough is pool plaster repair work.
Why does pool mastic turn white after the pool is shocked?
W. R. Meadows says excessive shock treatments can leave a temporary white chalking on its DECK-O-SEAL joint sealant that fades as chlorine returns to normal and doesn't affect the sealant's long-term viability. It cleans the sealant with a mild detergent and a soft-bristle brush, never anything abrasive. Sealant that is cracked or pulling away is a case for pool mastic replacement.

Why is my pool losing 1 inch of water a day?
It may be leaking. An inch a day is 7 inches a week (our arithmetic), and the U.S. Environmental Protection Agency says a pool losing more than 2 inches a week, or 3 in hot, dry areas with high evaporation, likely has a leak. Its bucket test settles it: on a day without rain or heavy wind, shut off pumps, cleaners and auto-fill, set a 2.5- to 5-gallon bucket filled to about an inch from the top on a step, mark the water in the bucket and in the pool, and compare after 24 hours. The EPA names the pump seal, piping, pool-to-pipe connections, pool edges and pipe joints among the places leaks hide, and Rockwall Pool Resurfacing handles pool leak detection and repair.
Is it safe to leave a pool empty?
Not for long. River Pools, a fiberglass pool maker, explains that groundwater pushes up on a pool shell: a full pool is heavy enough to resist it, but an emptied one can bulge, crack or even float, and it says the same principles apply to concrete pools. Soil type sets how long water stays in the ground around a pool, it adds, with clay the least permeable. Pentair's main drain guide describes hydrostatic relief valves that let that pressure bleed into the pool, and SGM says a Diamond Brite pool that has to be drained should be refilled within 24 hours, because exposed plaster can crack and delaminate.
Can a pool be drained and refilled during a drought in Rockwall?
It depends on the drought stage in force. As of October 4, 2026, no stage was named on the City of Rockwall's official pages, and Lavon and Bois d'Arc lakes together stood about 85.4% full, above the 70% line that starts Stage 1 from April through October. Stage 3 of the City's plan can ban draining and refilling apart from a few exceptions, but the City Manager may grant a temporary variance on a written petition. Check the current stage with the City before draining; the guide on when to resurface a pool in Rockwall covers timing.
Can a pool be refilled from a fire hydrant or a water truck in Rockwall?
A hydrant needs the City's consent: Rockwall's code bars anyone from taking water for private use from a public fire hydrant without it, and the City rents hydrant meters against an $850.00 deposit per meter and $1,000.00 per backflow assembly, billing the water at the irrigation rate. Trucked water is the other route; national figures for 2025 put a water delivery truck at $400 to $2,000, filling in under an hour, against $40 to $400 by garden hose over 12 to 36 hours. The National Plasterers Council's start-up card calls for 24 inches of cushion when a water truck fills a new finish, and the Pool & Hot Tub Alliance tests the water from each truck.
Should a pool be drained for the winter in North Texas?
The finish makers advise against it. SGM warns that draining to winterize leaves the finish exposed for long periods, with a high risk of cracking, delamination or debonding from freezing and thawing that its warranty doesn't cover. The National Plasterers Council says water insulates the finish, even a few inches over it typically keeping it above freezing, generally around 39°F, and it wants at least 4 inches of water over steps, benches and sun ledges. Rockwall's airport weather station recorded 23 freezing nights in 2021 and 14 in 2024.

Does a pool contractor need a license in Texas?
Texas has no state license for pool builders, pool contractors or pool plasterers; the Texas Department of Licensing and Regulation runs no pool program. The licenses that apply belong to the trades: electrical work must be done by licensed electricians through a licensed electrical contractor, and plumbing by licensed plumbers under a responsible master plumber, though an owner may do plumbing in their own homestead. Inside Rockwall, the City's pool guidelines say every contractor listed on a pool permit must be licensed and currently registered with the City, and a general contractor's registration costs $100 a year. The guide to pool remodel permits and HOA approval covers the City's side.
Do lakefront pools on Lake Ray Hubbard need a fence in Rockwall?
Not always on the lake side. Rockwall's code lets the lake act as part of the barrier at a one- or two-family home or townhouse where public access along the shoreline isn't permitted and the required barriers run at least 18 inches beyond the water's edge. Elsewhere, the barrier handout the City gives out from the 2021 pool code wants the barrier at least 48 inches high, no more than 2 inches off the ground, with no opening a 4-inch sphere can pass. The City notes that state law doesn't allow natural barriers for public pools.
What pool rules apply outside Rockwall's city limits?
Fewer, and from the county. In unincorporated Rockwall County, the County issues building permits only for commercial, public and multifamily buildings, a new home files a residential notice that the County says is not a permit, and its regulations don't mention swimming pools; building in a floodplain needs a County Floodplain Development Permit. Land in a city's extraterritorial jurisdiction falls under an agreement between the County and Fate, Heath, McLendon-Chisholm, Rockwall, Rowlett and Royse City on whose rules apply, and each of those cities has its own code.
