Pool Deck Resurfacing and Repair in Rockwall, TX
Rockwall Pool Resurfacing handles pool deck resurfacing in Rockwall, Texas: cool deck toppings, acrylic spray textures and cement-based coatings over a sound concrete deck, along with the crack and joint repairs that come first. Kool Deck, the topping Mortex says it invented for pool decks in 1962, leaves a colored, textured cement surface that the maker calls as strong as the concrete beneath it.
Typical Dallas–Fort Worth figures for 2026 put a quality decorative coating on a 500 sq ft pool deck at $3,000 to $6,000, against $8,000 to $15,000 to replace the same concrete. Estimates are free, and we'll talk through the coating, the cracks and the curing time before anything is booked.

Pool deck coatings: cool deck, spray texture and cement overlays
These toppings go over concrete. Mortex says its bonding agent and topping stick only to solid concrete, not to brick, wood, tile, natural stone or clay, so a stone deck is its own job; the page on travertine and paver pool decks covers it.
Kool Deck and other cool deck toppings
Mortex mixes one unit of Kool Deck with a 94-lb bag of white cement, 10 gallons of 20-mesh marble sand and 8 gallons of water, splashes it on twice with a dash brush and trowels it to a surface 1/8 inch thick that is about 40% smooth and 60% void, which it says prevents craze cracking. One unit covers about 300 square feet, and its Kool Deck Elite comes as a pre-mixed 50-lb bag that takes a separate color pack. Mortex also claims the topping significantly lowers the concrete's surface temperature and is unaffected by normal pool chemicals, without publishing test figures.
Acrylic spray texture
Sundek's acrylic coating goes on in 4 to 8 layers to about the thickness of two stacked quarters, just under a quarter inch, and can feather out uneven spots up to 2 inches deep; a typical installation takes 2 to 8 clear, dry days. Its Classic Texture is sprayed on and knocked down with a trowel's edge for a slip-resistant surface, then finished with two sprayed acrylic color coats. Sundek says Kool Deck is designed to bond mechanically to fresh concrete within the first 5 hours, though Mortex publishes instructions for Kool Deck on existing concrete.
Cement-based coatings and resurfacers
Sider-Crete's Sider-Deck is a polymer-modified cement coating under an acrylic, silicone-enhanced sealer, about 150 to 200 square feet per 50-lb bag, applied no thicker than 1/8 inch with a knock-down texture covering 70 to 80% of the concrete, which the maker says is always required for maximum slip resistance. Quikrete's Re-Cap, a bagged polymer-modified resurfacer for thin repairs and worn or scaled concrete, covers about 16 square feet at 1/4 inch or 65 square feet at 1/16 inch per 40-lb bag. A deck that needs a stamped pattern rather than a new surface is a stamped concrete pool deck job.

Pool deck repair before a new surface
The National Ready Mixed Concrete Association says no concrete is completely crack-free, and that most random cracks that show up early, though unsightly, rarely affect a slab's structure or service life. It blames most cracking on design and construction: missing joints, poorly prepared subgrade, over-watered concrete, poor finishing, fast drying and too little curing.
Cracks, crazing and scaling
Crazing is a network of fine surface cracks rarely more than 1/8 inch deep, caused by a paste-rich top layer shrinking, and it doesn't affect the slab's structure. Scaling is flaking of the finished surface from freeze-thaw cycles; moderate scaling can strip 1/8 to 3/8 inch of surface mortar, minor scaling is cosmetic, and a repair is only as strong as the sound concrete it is bonded to. Before resurfacing, Quikrete widens, cleans and fills cracks and Sundek fills most of them with urethane, and both warn that cracks can come back through the new surface, Sundek says usually as hairlines.
Control joints and the coping joint
The Association calls joints "pre-planned cracks": contraction joints decide where shrinkage cracks form, and isolation joints let a slab move apart from walls and other fixed points. It spaces joints at 24 to 36 times the slab's thickness, about 10 feet for a 4-inch slab and no more than 15 feet, cut at least a quarter of the slab's depth and never less than 1 inch. Sundek keeps every existing control joint so the concrete can still move, coats expansion joints to match the deck and replaces worn-out ones; the joint at the coping is pool mastic replacement work.
Sunken slabs and Rockwall's clay
The 1977 soil survey for Kaufman and Rockwall Counties says Houston Black clay, the soil under about half of Rockwall, is dry and cracked more than 20 inches deep for 90 to 125 days in most years, taking in water fast while cracked and very slowly once wet. At Rockwall High School the NRCS lists that soil at 54 to 55% clay all the way down to 80 inches, with a shrink-swell measure of 12%. A slab that has sunk or tipped is a different job, pool deck lifting and leveling.
Getting the surface ready
Mortex wants clean, sound concrete, preferably 28 days old, with deteriorated concrete and old toppings taken off by a scarifier and then a power washer, a 3000 psi washer being enough for paints and plastic coatings, and with major cracks and structural damage repaired well ahead. Mortex acid-washes every deck before its topping, never on dry concrete, at 1 part acid to 1 part water on older concrete and 1 to 4 on new. On neutralizing the acid the makers split: Mortex says trisodium phosphate (TSP) leaves a film that breaks the bond, while Sider-Crete recommends a neutralizer such as TSP after the etch.

Coating weather, curing and deck rules in Rockwall
Mortex applies its topping when the air is 50 degrees and rising and not over 90, takes extreme care above 95°F and skips any day with rain, frost or snow in the forecast; Sider-Crete needs 45°F or warmer and no overheated, very dry or frozen surface or high wind, and Quikrete works between 50°F and 90°F. Lavon Dam, the nearest NOAA station with temperature normals, averages daily highs of 92.4°F in July and 93.3°F in August, and its median first fall freeze comes on November 19 (1991–2020).
Curing and foot traffic
Right after the last troweling, Mortex covers Kool Deck with clear 2-mil plastic weighted down with sand for exactly two days. Its application sheet then allows light walking after 3 days, normal walking after 14 and heavy patio furniture after 28, though its care sheet is stricter and restricts even light use for a week. Sundek protects its texture from moisture, freezing and foot traffic for 24 hours.
Slopes, gaps and steps under the 2021 code
The 2021 pool code that Rockwall has adopted sets a minimum drainage slope of 1/8 inch per foot for textured, hand-finished concrete and 1/4 inch for exposed aggregate, a maximum of 1/2 inch per foot, and no more than 1/8 inch of standing water 20 minutes after water stops. The open gap between the pool deck and an adjoining deck or walkway, joint material included, can't exceed 3/4 inch, and residential deck steps need uniform risers no higher than 7½ inches with treads at least 10 inches deep.
City permits for new concrete
The City of Rockwall's Building Inspections page lists patios and decks among the work that needs a building permit, and its flatwork sheet asks for a 4-inch slab with No. 3 bars at 24-inch centers both ways, expansion joints where new work meets old concrete, and at least 3,600 psi concrete. The current fee schedule lists concrete at $0.40 per square foot with a $100.00 minimum, though the older flatwork sheet still says $0.20 and $50. Confirm with the City's Building Inspections Department before a deck is torn out or a coating goes on.

What is the average cost to resurface a pool deck?
Dallas figures for 2026 put most pool deck resurfacing at $3 to $10 per square foot: about $1,500 to $3,000 for a small deck, $3,000 to $7,000 for a medium one and $7,000 to $12,000 or more for a large or custom deck. National 2025 figures give an average of $6,200. Rockwall Pool Resurfacing gives a firm price once it has seen the deck.
Can a cool deck be repaired?
Small areas can. Mortex sells a Kool Deck repair kit that patches about 6 square feet: the patch must be free of loose concrete, etched with 1 part muriatic acid to 1 part water kept to the patch, kept wet until the bonder goes on, and covered with plastic for exactly two days. For the gray mineral build-up that collects at steps, Mortex suggests a surface cleaner on a pressure washer of 3000 psi or more, or yearly buffing, and says owners shouldn't attempt muriatic acid washes.
Is painting a pool deck a good idea?
Paint makes the next resurfacing harder. Sundek says its coating can't go over painted concrete because it has to bond to the original surface, and Mortex's topping won't bond to concrete that carries paint either. Sider-Crete strips old paint by water blasting, sandblasting or wire brushing before its coating goes on.
Do I need to replace a cracked concrete pool deck?
Not for cracks alone. The National Ready Mixed Concrete Association says most early random cracks rarely affect a slab's structure or service life, and that minor scaling may not need repair at all. Replacement costs far more: in 2026 Dallas–Fort Worth figures, tearing out a slab can run $15 to $30 per square foot for removal alone. Rockwall Pool Resurfacing looks at the slab before suggesting either.
Can I resurface my pool deck myself, and if so, how?
Bagged products exist for small jobs: Quikrete's Re-Cap resurfacer needs a 2500 psi pressure wash first, goes on between 50°F and 90°F, and is moist-cured for 24 to 48 hours. The pool deck toppings are another matter. Mortex highly recommends a trained crew of 4 to 5 people for Kool Deck, and Sundek says its system is applied by factory-trained professionals.
