What a pool remodel can add or change

The National Plasterers Council lists a fresh new look, improved safety and repairs among the reasons owners remodel. These are the jobs a remodel usually brings together, and each one has its own code rules; Rockwall Pool Resurfacing handles them as one project or one at a time.

A new finish, tile and coping

Most remodels end with a new interior. Pebble pool finishes are the longest-lived option in the National Plasterers Council's comparison, a 12 to 18 year surface, and Pebble Technology International recommends its Certified and Elite Builders, rather than its Authorized Installers, for complex remodels that involve structural work.

Tanning ledges and steps

A tanning ledge is a shallow shelf, typically 6 to 9 inches deep in the description of Ledge Lounger, a maker of in-pool furniture. For backyard pools the code keeps underwater seats and benches within 20 inches of the waterline, and Rockwall requires a contrasting stripe at least 1 inch wide on the leading edge of each step.

Beach entries

A beach entry pool slopes from deck level into the water. At a backyard pool the code allows a slope of no more than 1 unit of rise in 7 of run (14 percent); at an HOA or apartment pool the limit is 1 in 10, with slip-resistant surfaces in water up to 36 inches deep.

Waterfalls and other water features

For pool water features, Pentair plans on about 15 gallons per minute for each foot of waterfall, gives each waterfall its own flow-control valve downstream of the filter, and recommends no more than a 3-foot drop for a sheet waterfall.

Adding a spa

To add a spa to an existing pool, the code's spa rules apply: water no deeper than 4 feet, multilevel seats no deeper than 28 inches, a floor slope no steeper than 1 in 12, and jets on a cycle timer of no more than 10 minutes, placed at least 5 feet from the spa.

Diving pool conversions

A diving pool conversion makes the deep end shallower. The code forbids manufactured diving equipment on a Type O (nondiving) pool, and even the smallest diving type needs 6 feet 0 inches of water under the board tip.

Pool remodeling permits and code rules in Rockwall

Texas law applies a city's pool code to all construction, alteration, remodeling, enlargement and repair of pools and spas, and Rockwall has adopted the 2021 International Swimming Pool and Spa Code with the 2020 National Electrical Code. The City's Building Inspections page says swimming pools need building permits, and every contractor on a pool permit, the electrician and plumber included, must be registered with the City.

Rockwall's own pool rules

Rockwall adds local rules that touch remodels. A pool's depth must keep a 1:1 distance from the nearest foundation or retaining-wall footing (6 feet deep means at least 6 feet away) unless a sealed engineered design is approved, and a pool must sit at least 10 feet from any retaining wall over 3 feet tall or come with an engineer's letter. The City's 2026 fee schedule lists $300.00 for an in-ground pool permit and $100.00 for a hot tub or spa.

When the work is minor

Under the code, minor additions, alterations and repairs may be done the same way as the existing pool if they aren't hazardous and are approved, and a lawfully existing pool may keep being used and maintained under its original design. Structural remodel work: shotcrete, ledges and reshaping

Reshaping a pool, building a ledge or adding a spa puts new concrete against old. The American Shotcrete Association says new shotcrete bonds very well to existing concrete that has been roughened (a 5,000 psi water blaster can help) and brought to a damp "saturated surface dry" state, with no bonding agent. It recommends a minimum 28-day strength of 4,000 psi for dry-mix shotcrete (gunite) and at least 7 days of curing.

Engineering and tolerances

Wall thickness is part of the pool engineer's design, the Association says, and it suggests a local engineer familiar with pools before a shell is reconfigured. For a backyard pool the code allows a construction tolerance of plus or minus 3 inches on overall length, width and depth.

Remodeling Rockwall's lakeside and 2000s-era pools

Before the 2000s boom, Rockwall built along the lake: the City's comprehensive plan dates Chandler's Landing from the late 1970s, Lakeside Village from the 1980s to the mid-2000s, and Turtle Cove and The Shores from the 1990s. The plan notes large reinvestment in homes built before 2000, especially in the Old Town Rockwall Historic District, Lake Rockwall Estates, Chandler's Landing and parts of The Shores.

In Chandlers Landing, the association must approve a pool project and receive a copy of any City permit before work starts. Its Environmental Committee meets on the first Wednesday of each month, an approval expires if work doesn't start within six months, and a project must be finished within six months of starting. The City itself limits construction to 7:00 a.m. to 7:00 p.m. on weekdays and 8:00 a.m. to 7:00 p.m. on Saturdays.

A North Texas builder describes the work as draining the pool, excavating next to the shell, pouring new concrete and replastering the whole interior, often with re-routed plumbing, and puts a ledge on an existing pool at $2,000 to $10,000 (2026). The extra surface also raises the cost of later replastering by 10 to 20 percent, the same builder says.

Do I need a permit to remodel a pool in Rockwall?
