Beach entry slopes under the 2021 code
How steep the slope may be depends on who the pool is for, and the code that Rockwall has adopted sets different limits for each.
At a backyard pool
Used as the way into a home pool, a beach or sloping entry may slope no more than 1 unit vertical in 7 horizontal, a 14-percent grade. Where steps or benches are combined with the slope, no vertical riser may be taller than 12 inches, and the surfaces of architectural features don't have to meet the 1-in-7 limit.
At an HOA or apartment pool
Public pools, which in Texas include HOA and apartment pools, get a stricter limit of 1 in 10 (10 percent) for a sloping entry used as the way in. A vertical drop of more than 12 inches within the slope needs a handrail, and the walking surface must be slip resistant down to 36 inches of water. The CDC's model code, voluntary guidance, goes further: a floor slope no steeper than 1:12, slip-resistant materials, trench drains along the entry at the waterline to help skim the surface, and a rope and float line at the 3-foot depth where the slope runs past 3 feet and takes in an area where young non-swimmers wade and play.

Finish makers treat the slope differently from the rest of the pool. SGM's finish warranty doesn't cover use on beach entries, negative edges, dam walls or rolled bond beams, nor on spillways and waterfalls, the features covered under pool water features. CL Industries' 10-year warranty on its pre-blended finishes, such as Hydrazzo and SunStone, leaves out beach entries, negative edges, spillways and waterfalls as well.
Texture underfoot
The National Plasterers Council describes a smooth hard-troweled plaster as no rougher than 220-grit or finer sandpaper, like an eggshell, but it doesn't recommend making steps, benches or walk-out areas overly smooth, to prevent slipping.
Lighter water over the slope
SGM says the water over a beach entry, steps or a sun shelf looks much lighter than in the deep end, and it lists depth, sun, lighting, landscaping, decking and water features among the things that set a pool's final water color.

Like any reshaping, the new slope puts fresh concrete against the old shell. Where shotcrete work stops and restarts, the American Shotcrete Association wants the surface clean and free of laitance, the weak surface film, cleaned while green or later by waterblasting, sandblasting or wire brushing; a clean joint that has lost all its gloss and is dampened shouldn't affect the structure. Beyond the entry, the code holds a backyard pool's shallow-end floor to a slope of 1 in 7 and puts the change from shallow to deep at least 33 inches below the waterline and at least 6 feet from where the shallow end starts.

Is it illegal to have a pool without a fence in Texas?
Inside a Texas city, the pool code itself calls for a barrier. State law makes the International Swimming Pool and Spa Code, whose Section 305 covers barriers, the municipal pool code and lets cities set fence standards of their own, and Rockwall checks the permanent barrier at its first pool inspection, before any digging. A city with a pool-fence ordinance can order a fence that breaks its standards repaired and set a penalty of up to $1,000, with each day a separate offense, and apartment and HOA pools must also meet the state's 48-inch pool yard enclosure law.
How much does it cost to add a beach entry to a pool?
National figures from 2025 put a beach or zero-entry addition at $30,000 to $60,000, about the same as changing a pool's shape or size, and a national pool builder's 2025 remodel guide lists the same $30,000 to $60,000 for one. Is a beach entry the same as a zero-entry pool?
Yes. The 2021 code defines a beach entry as a sloping entry that starts above the waterline at deck level and ends below it, says sand isn't required, and notes that it's also called a zero entry; the CDC's model code calls the same thing a zero depth entry.
Can a beach entry pool have real sand?
It can. Where sand is used in a beach pool, the 2021 code wants clean sand or a similar material laid over an impervious surface, with the sand area designed and controlled so it doesn't harm the pool's circulation, maintenance, safety, sanitation or operation.
Does a sloped entry change how deep the shallow end must be?
At a backyard pool, yes. The code sets the shallow end at 33 inches to 4 feet deep at its shallowest point, but a shallow area built as a beach or sloping entry, including steps and benches used with the slope, is exempt from the 33-inch minimum.
