Pool Water Features and Waterfalls in Rockwall, TX
Rockwall Pool Resurfacing adds pool water features to existing pools in Rockwall, Texas: sheer descent and rock waterfalls, scuppers and spillways, deck jets and bubblers, plumbed into the pool's circulation and finished to match its tile and interior. Pentair, a maker of pool equipment, says its waterfalls usually go in the bond beam just above the tile line or in a raised wall above it, and names wall thickness, tile or stone thickness and the weight of the covering concrete or stone as the three things to plan around.
Typical Dallas–Fort Worth prices for 2026 put a basic waterfall or scupper on an existing pool at $1,000 to $5,000. A feature can go in on its own or as part of pool remodeling, with a new finish, tile and coping. Waterfall flow, pumps and filtration
Pentair plans its waterfalls at about 15 gallons per minute for every foot of waterfall length, with 10 GPM a foot as the working minimum, which may not give the look you're after. Each waterfall gets its own flow control valve downstream of the filter, a variable speed pump is recommended so the flow is easy to adjust, and no waterfall should face more than 6 feet of head loss.
Filtered water only
Pentair also wants its waterfalls fed from a cartridge filter of 20 microns or finer, never a DE or sand filter, because unfiltered water can carry debris that disrupts the flow, and the waterfall itself can't be cleaned.
The supply line
The waterfall's rear or bottom connection takes 2-inch pipe, and the supply line has to be supported rather than left hanging off the waterfall lip; an unsupported line can make joints fail and leak, and Pentair says that voids its warranty.

(469) 653-0486Deck jets and the finish around a water feature
Pentair's Deck Jet is cast into a concrete deck or the gunite wall of the pool. Its body is secured so it can't move while the concrete is placed, and can be wired to the rebar, and the top flange of its shield plug sits flush with the final prepared surface. Because a deck jet's flow and pressure needs are so low that any difference in pipe length shows, Pentair recommends filtered water and a PVC ball valve on each jet where there's more than one.
Tile and plaster on a feature
Oceanside Glass & Tile doesn't recommend any of its tiles with an edge longer than 5 inches, or trim with an edge longer than 2.5 inches, for pools and water features, and it wants submerged tile cured at least 21 days before it goes under water or sees heavy use, unless the setting and grout makers say otherwise. SGM says Diamond Brite used above the water, on fountains, waterfalls, negative edges or a beach entry, looks drier than the finish below and may show some check cracking, and that water curing those areas for 7 to 28 days, where possible, lessens shrinkage cracking. Air blisters trapped in above-water finish can fill with water and delaminate in freezing weather, it adds.

Wiring and rules for pool water features
Rockwall has adopted the 2020 National Electrical Code alongside its 2021 pool and spa code. Southeast of Rockwall, McLendon-Chisholm adopted the 2021 pool code with local amendments, and the newer 2023 National Electrical Code, in May 2025, for the city and its extraterritorial jurisdiction. Rockwall Pool Resurfacing also handles pool water features in McLendon-Chisholm.
Water features at HOA and other public pools
The Texas public pool rules, which cover HOA and apartment pools, require a slide or other aquatic play feature to be installed to the maker's instructions or to a licensed engineer's or architect's specifications, and a pool with diving or jumping rocks or ledges must be designed by a licensed engineer or licensed architect. The electrical system of a public pool, and of the structures in its pool yard, must be installed, maintained, repaired or replaced by a licensed electrician.
A spa built onto the pool is a project of its own, covered under adding a spa to an existing pool.

How to install a pool waterfall?
Pentair's steps for its MagicFalls units: notch the bond beam, fix a level board to the side of the pool as a guide and a dam for the mortar, and press the waterfall into a mortar bed, with the area under the lip fully supported so the coping can't warp it. The spilling edge must clear the face of the tile by at least ¾ inch, and arc effects rise at 45 degrees, so they have to clear any overhanging coping.
How high should a pool waterfall be?
For a sheet effect, no more than 3 feet, Pentair says: the sheet is thin, sensitive to wind and narrows as it falls, and above 3 feet it starts to break apart and make a buffeting noise. Its rain effect, which wind affects less, can be mounted as high as 6 feet.
How much does a pool waterfall cost?
National figures written in 2024 put a pool waterfall at $2,000 to $8,800 depending on type, with sheet waterfalls at $400 to $1,600 and rock waterfalls from $1,500 for faux rock up to $17,600 for real stone. National averages for 2026 put a waterfall at $450 to $1,900, or up to $5,000 for more complex fountains, and a swim-in grotto at up to $10,000.
Who can wire pool lights and water features in Texas?
A licensed electrician, for the most part. Texas requires anyone doing non-exempt electrical work to hold a TDLR license and work through a licensed electrical contractor, and the law names pools directly: connecting or disconnecting pool equipment installed as a unit, on single-phase power of 240 volts or less, to an existing circuit counts as pool-related electrical maintenance, which a licensed Residential Appliance Installer may do. Pentair's bubbler guide adds that the pool must meet the National Electrical Code's Article 680-22 and that a licensed or certified electrician must install the electrical system before an underwater light goes in.
Does adding a water feature need a permit or HOA approval?
It can take both. The City of Rockwall's Building Inspections page says swimming pools, plumbing and electrical work all need building permits, and its fee schedule lists $100.00 each for electrical and plumbing "other / repair" permits; the department decides what a given feature needs, so check with it first. HOAs have their own say: in Travis Ranch, the recorded covenants require the Architectural Reviewer's written approval before pools, spas or other water features go on a lot.
