May is the wettest month at both NOAA stations near the city: 4.74 inches at Lavon Dam and 4.83 inches at the station NOAA calls "ROCKWALL," 1.9 miles from the city's center (1991–2020). Rain matters between the finish and the fill. Pebble Technology International keeps its PebbleFina and PebbleBreeze surfaces uniformly dry until the fill, and if it rains, the whole surface is rinsed down to the deep end and the fill continued; the National Plasterers Council wants no other water, from sprinklers or rain runoff, touching a new finish before the pool is full. Summer: heat, sun and wind
Lavon Dam's normal highs are 92.4°F in July and 93.3°F in August, and the National Weather Service's records put the average first 100-degree day at DFW Airport on July 1 and the average last on August 27 (1899–2024). Heat shortens the set time, speeds up surface drying and can leave uneven color between sunny and shaded areas, the Council says. Its precautions are to pre-soak the shell without leaving standing water, start earlier in the morning and avoid the hottest part of the day, lay white tarps over hoses and materials, use a brown coat or bond coat to cut absorption, and tent the pool. Fall: late heat and the first freeze
Heat can run well into September. As of the National Weather Service's September 22, 2026 update, DFW Airport had 52 days at 100°F or above in 2026, tied for fifth-most on record (a ranking the Weather Service says may change until the warm season ends), with one 13-day run from September 4 to 16. October is the second-wettest month at NOAA's Rockwall station, at 4.52 inches, and the first fall freeze at Lavon Dam comes around November 19, against November 24 at DFW Airport.
Winter: cold snaps and the stains they leave
Lavon Dam averages a January low of 34.2°F and 44.4 nights a year at or below freezing. Cold snaps go deeper: in February 2021 the daily high at Rockwall's airport station never got above 32°F from the 10th through the 18th, and on January 24 and 25, 2026, Rockwall County saw as much as 1.6 inches of sleet and snow, with wind chills below zero until January 27. After a harsh winter, the Council says, the usual repair is cleaning stains, either with an in-water treatment or with an acid wash that means draining, and any draining risks damaging the finish; a pool under warranty should go back to its builder or plasterer first. A resurface starts with an empty pool, and the drain water has to go somewhere allowed. The City's storm-water code accepts only dechlorinated pool water with a pH of 6.5 to 8.5 reaching a storm drain, as a defence to its ban, and never filter backwash; the City's pages don't say whether a full drain-down may go into a house's sewer clean-out, so ask before planning on it. Under the Texas Commission on Environmental Quality's reuse rules, the water may go onto your own landscaping without authorization, but not within five days of shock or acid and not where it runs off the property.
Pick a dry spell for the drain. For fiberglass pools, River Pools' draining steps begin by checking that the weather will stay dry for the whole drain and refill, then removing groundwater and bracing the walls, and it notes that clay soil holds water longest. Once the new finish is on, the Council wants it underwater as soon as practical, with the fill running without a stop to the middle of the skimmer.
Two City water rules don't mention refilling a pool. The twice-a-week watering schedule is written for sprinklers and irrigation systems, and the year-round ban on filling ponds with drinking water "does not include recreational swimming pools." The month of the refill does matter to the bill: the City sets the sewer charge from December-to-February water use, so a refill billed in those months raises it for the next 12 months, and one billed from March through November doesn't. Drought stages and pool refills
Rockwall's drought rules sit in its Water Resource and Emergency Management Plan, adopted April 15, 2024 by Ordinance No. 24-12, with fines of up to $2,000 for breaking it and each day counted as a separate violation. The City Manager can put a stage in force when the North Texas Municipal Water District starts one, in a water-system emergency, or when the Governor declares a drought disaster for Rockwall or neighbouring counties, and the public is told through local media and the City's website.
The stages follow how full Lavon and Bois d'Arc lakes are together, with lower trigger lines in the cooler months: Stage 1 below 70 percent from April through October or 60 percent from November through March, Stage 2 below 55 or 45 percent, and Stage 3 below 30 or 20 percent. Stage 1 only asks everyone to drain and refill pools less often, and Stage 2 adds no pool rule of its own.
Stage 3 is the one that can hold up a resurface. Its list bans filling, draining or refilling existing pools, spas and hot tubs, with three exceptions: keeping the pool structurally sound, "proper operation and maintenance", and removing a danger to public safety. Topping up for normal use and evaporation stays allowed. The plan doesn't say whether a replaster counts as maintenance, and each stage's rules are a menu the City's notice picks from, so ask the City before draining in Stage 3.
On October 4, 2026, the City's official pages named no drought stage, and the Texas Water Development Board's provisional readings that day had Lavon Lake 81.1 percent full and Bois d'Arc Lake 90.2 percent full. Dry years do come back: NOAA's storm record puts Rockwall County in severe to exceptional drought in August 2022, then in severe drought for parts of 2023 and 2024. Can a pool be resurfaced in winter in North Texas?
Yes, inside the makers' cold-weather limits. Pebble Technology International accepts plastering when the daily average temperature is above 40°F and the shell isn't frozen, and the finish mustn't freeze before the fill. NPT doesn't recommend its finishes below 40°F air temperature and keeps a new finish from freezing for its first 48 hours, until it reaches at least 500 psi. CL Industries applies Krystalkrete only above 40°F, and its Hydrazzo at 40°F and rising with the air at 60°F and rising. With a January low of 34.2°F at Lavon Dam, a winter job is scheduled around the forecast.
How do I know if my pool needs resurfacing?
SGM's signs that a Diamond Brite pool needs an installer's eye are etching across wide areas, dark mottling that won't fade, calcium nodules, and anything that looks like delamination. Universal White Cement's test for delamination is the sound: if the plaster doesn't sound hollow and there's no separation at the bond line, it probably isn't delaminated, and etching, scaling and surface spalling can look similar while the plaster stays bonded. Is pool resurfacing cheaper in winter?
It can be. A 2025 Dallas–Fort Worth replastering price guide says contractors offer 10 to 15 percent discounts for winter projects, November to February, though that is one source's statement, not a rule. The water bill runs the other way: a refill billed in December, January or February raises the City of Rockwall's sewer charge for the following 12 months.
