Black Hill, Willow Springs and Heath
The Handbook of Texas names Heath for John O. Heath, who settled in the area in 1846. The settlement was first called Black Hill, for its black soil, and in 1849 it received the first post office in what is now Rockwall County; it was known as Willow Springs from 1854 until it took the Heath name in 1886. A fire in 1916 destroyed a number of its buildings, and by 1950 its school district had merged with Rockwall's and the population stood at fifty.
The City's own history goes back further, to an 1840 government road from Austin to the Red River that crossed the East Fork of the Trinity River in what is now Heath and brought settlers for the rich black soil. Heath incorporated in 1959 and grew after Lake Ray Hubbard was built just west of town in 1969–70: 2,108 people in 1990, 4,149 in 2000, 9,769 in the 2020 Census and an estimated 11,671 on July 1, 2025.

Stage 3 of the drought plan Heath adopted in June 2025 bans filling, draining or refilling existing pools and hot tubs except for structural integrity, proper operation and maintenance or a safety risk, stops new pool permits, and stops interactive water features such as waterfalls.
The City is also drilling its own wells. Well #1, the first of six planned, reached water in Towne Center Park on April 22, 2026, and the well and two new storage tanks should be running in 2027.
