Josephine's 2023 comprehensive plan names the Fountain View and High Meadow neighbourhoods and the original townsite inside the city, and the Magnolia neighbourhood just outside its limits, in the City's extraterritorial jurisdiction: land beyond a city's limits where it keeps some say over development. The plan's development table also lists several Magnolia phases, Morningside Phase 2, Riverfield, Waverly Estates and Wildflower. Where a new slab butts up against old concrete, the 2021 International Swimming Pool and Spa Code wants a joint between them, so that the two pieces moving differently can't damage the pool. It caps the open gap between a pool deck and an adjoining deck or walkway, joint material included, at 3/4 inch, and the height difference to an adjoining sidewalk at 1/4 inch. On the USDA Natural Resources Conservation Service soil map, Houston Black clay covers 45.0% of Josephine, and Burleson clay another 46.4% (calculated: 37.3% on 1 to 3 percent slopes plus 9.1% on 0 to 1 percent slopes), with Wilson clay loam at 3.5%. The soils NRCS calls very limited for slab houses on account of shrink-swell cover 47.6% of the town's mapped ground, and the agency grades ground for houses, not for pools or the decks around them.
The City's utility page warns that the clay-like soil found throughout North Texas contracts and expands as moisture changes, so shrinking soil stops supporting a foundation and can cause structural stress, and it advises soaker hoses or drip lines 6 to 18 inches from the foundation, watering 8 to 10 inches deep. The 2023 plan describes Josephine as a relatively flat plain, with floodplain just west of the FM 6 and FM 1777 intersection. The local clay has a history of its own: a 2005 newspaper account reprinted by the Cities of Nevada and Lavon says the railroad once burned wood with it near town to make "Ballast Gumbo Gravel" for bedding cross ties, that the old pits are now fishing holes, and that fire razed Josephine in 1910 and again in 1935.

Grade the base
The National Ready Mixed Concrete Association wants the subgrade compacted well and sloped to shed water, and the 2021 pool code asks a hand-finished, textured concrete deck to fall at least 1/8 inch for every foot.
Color and stamp
