The National Plasterers Council puts pool and spa finishes in a category of their own because, unlike other masonry surfaces, they sit under water all the time. For a spa built as a permanent backyard fixture, the 2021 code sends most of the design, construction and repair rules to its public-spa chapter, leaving out only the emergency shutoff switch and its alarm, automatic controllers and safety signs.
Cement-based finishes in a spa
White and colored plaster go into a spa much as they do in pool replastering, and the aggregate finishes are sold for spas too: Pebble Technology International describes its original PebbleTec as giving pools and spas an earthy texture and natural feel. On polished finishes, SGM gives spas an extra, finer pass: after a first polish with a 70-grit disk, Durazzo gets a second pass with a 120-grit disk in spas and other high-contact areas.
Tile, fittings and hot water
LATICRETE warns that a spa's higher temperature affects how well water treatments work and how they react with fittings, tile, stone and plumbing. Hot water and a spa finish
The National Plasterers Council counts temperature among the factors that set water balance, with pH, carbonate alkalinity, calcium hardness and dissolved solids, and notes that in most cases it isn't a factor anyone controls; in a spa it is. Orenda Technologies, a pool-chemical maker, explains that calcium carbonate dissolves more readily in cold water, so heating the same water pushes its saturation index up, toward scale. The North Texas Municipal Water District's August 2026 data for its Wylie plants show treated water at a total hardness of 116 to 128 ppm and pH 7.7 to 8.1 before it is heated.
The Centers for Disease Control and Prevention recommends at least 3 ppm of chlorine in a hot tub against at least 1 ppm in a pool, advises against cyanuric acid and stabilized chlorine in hot tubs, and asks owners to test chlorine and pH at least twice a day. Rockwall's storm-water ordinance names hot tub water as well as pool water: water that hasn't been dechlorinated, or has a pH below 6.5 or above 8.5, may not go into streets, alleys or storm drains, and neither may filter backwash. Under Stage 3 of the City's drought plan, filling, draining or refilling existing Jacuzzis and hot tubs can be banned along with pools, except to keep them structurally sound, for proper operation and maintenance or to remove a public-safety risk. Resurfacing a public or HOA spa
Under the federal drain-cover law, a spa open only to residents of an apartment complex or a residential development, or to hotel guests, counts as a public spa. The 2021 code gives public spas at least two permanent depth markers, whatever the spa's size, with numbers at least 4 inches high. The City of Rockwall's public pool code, Ordinance No. 03-18, covers non-residential spas too, requiring a building permit and City plan review before one is remodeled, and the City's public pool application lists $25.00 a year for each free-standing spa.

Can an old hot tub be restored?
A concrete spa can have its interior refinished like a pool's: SGM, for one, makes its Diamond Brite quartz finish for new or existing gunite, shotcrete and concrete spas. The code calls a spa whose heater and pump aren't built into it, installed as a permanent plumbing fixture, a permanent residential spa; a portable hot tub with its equipment built in is a different product, outside this page.
How much does it cost to resurface a spa?
Published prices treat the spa as part of a pool job. National figures for 2026 put attached spa replastering at $15 to $25 per square foot, against $8 to $18 for the main pool; a typical attached spa has 40 to 80 square feet of shell, so at $20 per square foot it adds $800 to $1,600. By finish, those spa shell rates run $12 to $18 for white plaster, $15 to $22 for quartz and $18 to $28 for pebble. Can a spa be resurfaced at the same time as the pool?
Yes, and the published prices mostly assume it: national 2026 figures put replastering a pool with an attached spa at $8,000 to $20,000 for most homes, against roughly $5,500 to $12,000 for the pool alone. On fill day, NPT says not to let the spa flow into the pool while the pool fills.
Can you paint a spa or hot tub?
The paint makers disagree. Benjamin Moore doesn't recommend painting spas and hot tubs because of the long stretches of high temperature, and Rust-Oleum says its acrylic pool paint must not be used in them. Rust-Oleum's epoxy pool paint is designed for spas but may chalk early once the water passes 100°F, and Ramuc names its Hi Build Epoxy as the coating best suited to spas and hot tubs.
How hot can a spa's water be?
The 2021 code requires a way to show the spa's water temperature, limits water at the heater's return outlet to 140°F and incoming makeup water to 104°F. Public spas must also post a sign telling users to check the temperature before each use and not to enter above 104°F; backyard spas are exempt from that sign rule.
