The base and the bedding sand
A concrete base of 4 inches or more is the Interlocking Concrete Pavement Institute's usual answer when the soil backfilled around a pool, or an aggregate base over it, won't compact properly. Its pavers sit on a nominal 1-inch layer of bedding sand graded to ASTM C33, never mason sand, which it calls slow-draining and unstable, and never stone dust.
