Mesquite has adopted the 2018 International Swimming Pool and Spa Code by reference as the "Mesquite Swimming Pool and Spa Code", with local amendments, and a violation carries a fine of up to $2,000 for each offense. Its construction-standards section is the rule a resurfacing meets head-on: public and semi-public pools and spas undergoing repair or renovation in the city must be brought to the current adopted design standards of the Texas Department of State Health Services for public pool construction, or to the City code where it is stricter, and must meet the Americans with Disabilities Act's rules for public accommodations.

The state's own rules let a minor addition, alteration, renovation or repair to an existing public pool be done to whatever construction standard applied when that pool was first built. With the two side by side, ask Mesquite's Building Inspection and Health Division how the City applies its section to a given resurfacing before dates are set; whether the job also needs a building permit wasn't stated on the City pages we read.

One local amendment raises the barrier around public and semi-public pools and spas to at least 60 inches above grade, where other pools need at least 48. Anyone who operates a public or semi-public pool or spa in Mesquite must first get a permit from the City's health authority, which inspects the pool before issuing it. For private parties it lists room for 500 guests at City Lake, 300 at Vanston, 275 at Town East and 200 at the Natatorium. On its consent agenda of December 16, 2024, the City Council approved a contract of up to $350,000 to repair a structural leak at Town East Pool and replaster it.

Mesquite boomed with suburban housing after World War II, the Handbook says: under a square mile and 1,696 people in 1950, it had 27,526 people by 1960, more than 55,000 in 1970 and more than 67,000 in 1980, and Town East Mall opened in 1971 as the largest shopping mall in the Dallas–Fort Worth area. The Census Bureau's 2020–2024 survey reflects that age, dating 69.0% of the city's homes to before 1990, 28.5% to the 1980s and 16.2% to the 1970s, and only 5.6% to 2010 or later; the median year built is 1983.

In the same survey 21.6% of homes, 11,653 of them, are in buildings of five or more units, about 37.2% of occupied homes are rented, and the median owner-occupied home is valued at $245,700. By 2021, the Handbook adds, the City had begun a buildout expected to add more than 10,000 homes.

The largest single unit on the USDA Natural Resources Conservation Service soil map of Mesquite, at 22.6%, is the Houston Black-Urban land complex, where that clay is mixed in with built-over ground, with Houston Black clay itself on 16.3%, frequently flooded Trinity clay on 11.6%, the Ferris-Heiden complex on 7.9%, moderately eroded Heiden clay on 7.7% and Branyon clay on 6.0%. NRCS gives the Houston Black in that urban complex a maximum linear extensibility of 17 percent and grades 84.1% of the city's mapped ground very limited for slab-built houses, shrink-swell among the reasons; pools aren't part of that grading.

Mesquite is one of the North Texas Municipal Water District's 13 member cities, with two representatives on the District's board, and about 95.1% of the city lies in its own water service area on the Texas Water Development Board's map, with 2.3% in Talty Special Utility District's. The City code adopts its 2024 Water Conservation Plan and Water Resource and Emergency Management Plan, and the City Manager orders a drought stage by public announcement, effective once it is published in a newspaper within 24 hours.     Building Inspection and the Health Division are asked how the code's repair-and-renovation section, and any building permit, apply to the job before closing dates are set.

  2. Close the pool safely

    The CDC's Model Aquatic Health Code, voluntary guidance rather than Texas law, lists ways to keep a closed pool safe, from draining it to restricting access and checking the enclosure.

  3. Discharge the old water

Yes. Mesquite's code requires every operator of a public or semi-public pool to have a registered certified pool operator, and it says semi-public pools owned by homeowners associations or maintained by off-premises management companies must use pool maintenance companies whose field employees are registered, certified pool operators. Registering an operator with the City costs $10. State rules add that every public pool runs under a trained and certified operator, who need not be on site, and accept courses such as the PHTA's Certified Pool Operator and the NRPA's Aquatic Facility Operator.

What does a pool permit cost in Mesquite?

The City's fee schedule lists $200 for a residential in-ground pool permit and $60 for an above-ground pool deeper than 18 inches or a hot tub or spa. For public and semi-public pools it lists $150 for the permit to operate each pool or spa, renewed every year, and $50 for a late or re-inspection.
