Parker grew from an estimated 20 people in 1960 to 1,098 in 1980, "probably a result of the growth of nearby Plano", the Handbook says, and then to 1,235 in 1990 and 1,379 in 2000. That first wave still shows in the Census Bureau's 2020–2024 survey, though its sample is small and its shares approximate: 23.9% of Parker's homes date from the 1970s, against 2.2% from the 1980s and 7.0% from the 1990s, while 34.6% were built from 2000 to 2009 and 30.5% in 2010 or later, for a median year built of 2004.

The 2020 Census counted 1,715 homes, against 1,255 in 2010. In the survey 99.4% are single-family detached houses, about 98.9% of occupied homes are owner-occupied, the median owner-occupied home is valued at $859,600 and the median household income is $229,080. The City calls Parker "country living at its finest", with spacious lots uncommon in its more densely populated neighbours.

What Parker's 2015 pool form asks for

The City of Parker's swimming pool permit application we read on October 4, 2026 is dated April 23, 2015. It is the form the City had posted that day, but rules and fees change, so ask the City for its current version. Nothing on the form says whether converting an existing diving pool needs a pool permit; that question goes to the City before the pool is drained.

As the form reads, setbacks are measured to the edge of the water: 15 feet from side and rear lot lines on lots under one acre and 30 feet on lots of one acre or more. The pool sits behind the house's rear building line, and its equipment goes in the side or rear yard, screened from the street and the neighbours. Its construction rules ask for drain piping on a continuous grade to a discharge point that doesn't harm adjacent properties, and for backflow prevention or an air gap on the water inlet. Each contractor must register with the City.

Inspections and the barrier

The form lists four inspections: belly steel, with 12-by-12-inch reinforcement and a temporary pool barrier up; deck steel, with 14-by-14-inch reinforcement and a ground-wire loop; pre-plaster, with the permanent code-approved barrier in place; and final. Its barrier pages follow Appendix G of the 2000 International Residential Code and set the top of the barrier at least 48 inches above grade.

The City's page on Parker's Preserve, its city park, places the land in the Blackland Prairie on Houston clay, which it describes as a "Rendzina" type: gray or black surface layers over soft, light-gray or white, highly calcareous material. On the USDA Natural Resources Conservation Service soil map Houston Black clay takes 62.8% of the city, with Stephen silty clay at 7.3%, Austin silty clay at 7.2% and eroded Eddy gravelly clay loam at 5.2%. NRCS's slab-house rating marks 65.3% of Parker's mapped ground very limited, citing shrink-swell; it is a rating for building houses, not a verdict on any backyard pool.

About 97.4% of Parker lies in the City of Parker's water service area on the Texas Water Development Board's map. The City says its water conservation and drought contingency plan follows the North Texas Municipal Water District's recommendations (Resolution 2011-346); the same page still carries the District's May 1, 2015 notice ending drought stages, which is old news rather than today's stage. The plan's pool rules weren't read for this page, and a conversion starts with a drained pool, so the stage gets checked with the City first.

How a diving pool conversion runs

  1. Ask the City

    Parker's pool form doesn't say whether a conversion needs a permit, so the City is asked before any water comes out.

  2. Take off the diving equipment

    A Type O pool may not carry any manufactured or fabricated diving equipment under the 2021 pool code, so the board and its stand are removed.

  3. Drain and fill in

    A deep-to-shallow conversion is drained, filled in and resurfaced, with no digging. Where new shotcrete goes onto the old shell, the American Shotcrete Association calls a bonding agent neither required nor recommended and prefers a prepared surface in a saturated surface-dry state.

  4. Shape the new floor

    The code caps a backyard pool's shallow-end floor slope at 1 in 7 and its deep-end slope at 1 in 3, and places the shallow-to-deep transition at least 33 inches deep and at least 6 feet from the start of the shallow end.

  5. Resurface and refill

    The finish must be watertight, smooth and easily cleaned, with no cracks or joints other than structural ones; where the City permits the job, its form's pre-plaster inspection checks the permanent barrier first.

Diving conversion questions from Parker

Is Parker's $500 pool permit fee still current?

We couldn't confirm it. The $500 figure comes from the City's swimming pool permit application, which is dated April 23, 2015; when we read it on October 4, 2026 it showed a fee of $500 and a $50 charge for a failed or not-ready inspection. The pool lines on the City's posted fee schedule showed no amounts, so ask the City of Parker for the current fee, and whether a conversion needs this permit at all.

Does a septic system change the pool paperwork in Parker?

On the City's pool form it does. The application calls for three plot plans, stamped by the electric company, showing every structure, the septic system and the pool, and where a lot has a septic system, Collin County Development Services must review and approve the plans. Whether a conversion of an existing pool goes through that review is for the City to say.
