Four phases around six lakes

The association describes four phases: Phase I, 199 homes completed in the mid-1990s; Phase II, which added 57 homes in 2001; Phase III, also from 2001, with 71 homesites on 55 acres around Hidden Lake in the southeast; and Phase IV, about 70 homes along the south. Membership in the homeowners association comes with every lot or home, and the association says its safety officers are on duty around the clock and record all visitors, so a crew's visits are logged like anyone else's.

With so few homes, the Census Bureau's 2020–2024 survey carries wide margins, but it spreads them over five decades: 7.0% from the 1970s, 24.9% from the 1980s, 18.8% from the 1990s, 24.4% from 2000 to 2009 and 24.9% from 2010 to 2019, with a median year built of 2000. The survey counts every home as a single-family detached house lived in by its owner, with a median value of $753,600 and a median household income of $248,854.

The association's pools and the state's rules for them

The association lists three swimming pools with a pool cabana, lighted tennis courts and fishing in the six lakes, and its 7,500-square-foot clubhouse opens onto the pools and patios. Its pool rules keep the pools to residents and their guests and mention a diving board, a slide and a lifeguard stand; breaking them can bring a suspension from the pool area of up to 60 days. Under Texas rules a pool run by a property owners association is a Class C public pool, not a residential one.

That puts extra rules on the tile in those pools. The 2021 International Swimming Pool and Spa Code says that in pools other than residential ones, interior colors, patterns and finishes must not obscure objects or surfaces in the pool and must reach at least 6.5 on the Munsell color value scale, a measure of lightness, with waterline tiles and step or bench edge markings among the exceptions. Texas also wants a shared pool's depth shown on its wall: two or more markers set within 4½ inches below the coping, numerals 4 inches tall or taller, spaced 25 feet apart at most, which puts tile work and marker placement on the same plan.

Architectural approval before any pool work

All exterior improvements and updates in Seis Lagos, pools, exterior painting, concrete work and patios among them, need the association's Architectural Control Committee (ACC) approval before the construction date. The ACC meets on the second Sunday of each month at 7 p.m. Its 2022 improvements packet lists pools among the items submitted on a plot plan with the scope of work, the detail of all materials and the contractor's name, and says the committee answers formal requests within 45 days; for a glass tile job, the materials are the tile and everything it is set in.

The packet's building requirements say a pool must be gunite, sit behind the home rather than in a side yard, be fenced in wrought iron, and be approved and installed to code. Fences are black wrought iron only, no taller than 48 inches in back and side yards, and screens around pool equipment are also capped at 48 inches, with no wood allowed.

City of Lucas or Collin County permits

After ACC approval, the packet tells the builder, contractor or owner to get a City of Lucas building permit and land disturbance permit, to include the ACC approval in the City's packet and to use builders and contractors registered with Lucas. That is the association's statement; no City of Lucas page we read says Lucas issues permits in Seis Lagos, and Lucas's 2023 comprehensive plan treats the Utility District's tracts as part of its extraterritorial jurisdiction with no plans to annex them. Collin County's pool information sheet, revised August 30, 2011, sets a $150 permit for a pool on unincorporated land, with inspections at layout, belly steel, deck steel, pre-plaster (fencing and bonding) and final. Which body permits a given lot wasn't confirmed, so ask the association and the City of Lucas before work starts.

Sloping clay and district water

The USDA Natural Resources Conservation Service soil map gives Houston Black clay 29.0% of Seis Lagos, severely eroded Ferris-Heiden clay on 5 to 12 percent slopes 28.8%, eroded Heiden clay on 3 to 5 percent slopes 20.4% and moderately eroded Austin silty clay 9.3%, with water on 4.4%. Leave the water out and 87.9% of the land falls in soils NRCS grades very limited for slab houses, shrink-swell among the reasons; the grade is meant for houses, not pools.

The Seis Lagos Utility District supplies the community's water, and Lucas's plan says it also serves some residents inside Lucas's limits and its extraterritorial jurisdiction. No district water report, hardness figure or drought plan turned up in our research, so the fill water gets tested rather than assumed: Lunada Bay Tile, a glass tile maker, tests at the tap and again once the pool is full, then balances it to the ANSI/APSP-5 standard or the National Plasterers Council's start-up procedure.

    The ACC sees the plot plan, scope and materials; then the permit question goes to the City of Lucas, as the association's packet directs.

  2. Drain slowly

    LATICRETE empties a tiled pool no faster than 2 feet per 24 hours so groundwater pressure can't delaminate the tile or leveling mortar, and fills it again at the same pace.

  3. Waterproof the whole shell

    Thin-set and grout aren't waterproof, Lightstreams says, so a submerged installation needs a membrane, and LATICRETE wants that membrane to form one continuous pan rather than covering the waterline alone.

  4. Set with full coverage, in the shade

Glass tile questions from Seis Lagos

Can glass tile be used on a pool deck?

LATICRETE, a maker of tile-setting materials, says glass tile should never be used on a pool deck. For deck tile in general, Crossville, a tile maker, says no tile is slip proof, only slip resistant, that pool deck tiles should have a surface texture with an elevated wet-traction rating (DCOF), and that polished tile shouldn't go where standing water may collect. The 2021 pool code also requires decks, coping and similar step surfaces to be slip resistant and cleanable.

Does the Seis Lagos Utility District inspect pool work?

For new homes and improvements, the association's 2022 packet says it does, after the City of Lucas: once Lucas's final inspection is passed, the Utility District performs a customer service inspection, and the ACC then does a final review that expects all concrete work, decking included, to be finished. No district website or published rules turned up in our research, so ask the association what the district checks on a retile.
