A town founded in 1971 to stay rural
The Town says St. Paul was established in 1971, out of what had been Wylie's extraterritorial jurisdiction, to keep the spacious, rural setting its residents had become used to. It began with 202 residents and 66 registered voters, held its first elections in April 1972 with Darryl Gumm as its first mayor, set up a Planning and Zoning Commission on May 18, 1973, and took in Lakeshore Estates I and II after they petitioned to join in June 1984. The Handbook of Texas says only that the town had incorporated by the mid-1970s.
The name has two stories. The Handbook says it honours the biblical evangelist Paul; the Town says it comes from the Catholic cemetery the James Gallagher family donated in the late 1800s, just east of Town Hall, on a road then known as Scanlan Hill. The place is older than the town: it had its own post office in 1876, and in 1890 it had thirty residents, a general store, a gristmill and a cotton gin. Today St. Paul is in the Wylie Independent School District.

More broadly, the Town issues a permit before any residential or commercial construction, remodels included. Bureau Veritas does the building official's work, plan review and inspections for the Town; a residential review takes about 5 business days, every project needs a final inspection, and a permit lapses after 180 days without work.
