Pool Plaster Repair in Wylie, Texas
Rockwall Pool Resurfacing handles pool plaster repair in Wylie, Texas: finding hollow or delaminated plaster, cutting it back to sound material and patching it, and dealing with etching, scale and stains on a finish that doesn't yet need a full replaster. Wylie had 57,526 people in the 2020 Census, and the Census Bureau estimates 63,842 for July 1, 2025: 60,563 in Collin County, 1,660 in Rockwall County and 1,619 in Dallas County.
The Handbook of Texas places Wylie on State Highway 78 sixteen miles south of McKinney, and Lavon Lake, which the City says covers about 21,400 acres and draws an estimated 1.6 million visitors a year, was built five miles north of the town. Free estimates cover which spots can be patched and whether the plaster around them is sound enough to keep.

Wylie's 2000s pools and their plaster
Wylie has more homes from the 2000s than Garland or Mesquite, cities two to four times its population (calculated). Of the 19,511 homes in the Census Bureau's 2020–2024 survey, 7,878 (40.4%) were built from 2000 to 2009, against Garland's 6,552 and Mesquite's 5,341 from the same decade. Another 34.5% date from 2010 or later and 10.2% from the 1990s, and the median year built is 2006. Single-family detached houses make up 82.6%, about 77.4% of occupied homes are owner-occupied, and the median value is $387,000.
Signs that plaster is letting go
Universal White Cement lists the warning signs of delamination: raised or blister-like spots, odd patches near fittings and transitions such as lights, returns, tile lines, steps and benches, and circular or spider cracks centred on one patch rather than a straight crack through the shell. It adds that none of them proves delamination on its own. The National Plasterers Council's glossary names two other complaints: etching, the removal of material from within the surface or visible pitting, and scale, minerals or metals that come out of the water and stick to tile and finishes, leaving stains and roughness.

(469) 653-0486Permits, inspections and the code on the books
Wylie's Building Inspection list of projects that need a permit includes decks, extending a driveway, patio or any other concrete work, swimming pools and spas over 24 inches deep, and any work to construct, enlarge, alter, repair, convert or replace a building or its utility system, and the City says the list is not all-inclusive. No City source we read says whether a plaster repair needs a permit, so ask Building Inspection before the pool is drained.
For new pools, the code measures setbacks of at least 5 feet from the rear and side property lines to the pool structure, not the water's edge, keeps pools, decks and equipment out of easements, and lets a pool permit run 180 days. One of its inspections is named for the plaster: at the pre-plaster inspection, before any water goes into the pool, the permanent fence must be installed, inspected and approved, and the pool final has to be approved within 45 days of that.
Wylie's online Code of Ordinances, read on October 4, 2026, still adopts the 2012 International Swimming Pool and Spa Code (Ordinance No. 2012-39, September 25, 2012) as the City's pool and spa code. The City may have adopted newer codes by a separate ordinance, so ask Building Inspection which edition applies to a job.

(469) 653-0486The water district's home town
Wylie began in the early 1870s as Nickelville, the Handbook says. When the Gulf, Colorado and Santa Fe tracks were laid in 1886, the businesses moved half a mile to the railroad and named the new location for W. D. Wylie, a right-of-way agent, and the town got a post office and incorporated that same year. The building of Lavon Lake and the choice of Wylie for the offices of the North Texas Municipal Water District helped push its population to 1,804 by 1960; it had 8,716 people by 1990, reaching into Rockwall and Dallas counties, and 15,132 in 2000.
The district calls its Wylie Water Treatment Plant the largest facility of its kind in Texas, treating a blend of Lavon Lake and Lake Texoma water, and its 2025 report says every member city and customer except Bonham was served by that plant. Its August 2026 data for the Wylie plants show treated water at a total hardness of 116 to 128 ppm, total alkalinity of 69.0 to 85.5 ppm and pH of 7.7 to 8.1; those figures describe water leaving the plants, not a sample from any home.
Wylie itself is a member city. On the Texas Water Development Board's map, about 70.8% of its Census area is in the City's water service area, with East Fork SUD (11.8%), Wylie Northeast SUD (5.7%), Bear Creek SUD (3.0%) and Copeville SUD (2.3%) covering other parts, and much of the rest is lake.

(469) 653-0486Clay soils beside Lavon Lake
On the USDA Natural Resources Conservation Service map, water covers 31.5% of Wylie's mapped area. Of the land, Houston Black clay units account for 26.2% of the whole map, with Burleson clay (9.1% on 1 to 3 percent slopes and 4.5% on 0 to 1 percent), frequently flooded Tinn clay (4.4%), eroded Heiden clay (4.4%) and Wilson clay loam (4.0%) next. Leaving the water out, the soils NRCS rates very limited for slab houses because they shrink and swell cover 61.5% of the land, a rating for houses rather than pools.

(469) 653-0486How a pool plaster repair is done
Check the water rules
Which utility serves the address, and its drought stage, decide whether the pool can be drained and refilled now.
Sound out the surface
SGM, the maker of Diamond Brite, has all hollow and delaminated plaster sounded out and removed before new material goes on.
Cut back to sound plaster
SGM saws a cut 3 inches outside each hollow spot, takes out the loose plaster inside it and fills the hole with its High Strength Render patching cement.
Decide patch or replaster
Universal White Cement patches small, isolated hollow spots when the rest of the surface is good; hollow areas across several zones point to a wider bond problem.
Judge it in daylight
The National Plasterers Council looks at a finish full and clean, in the morning, the afternoon or on a cloudy day, and not at night, when lights across the surface exaggerate its flaws.

(469) 653-0486Plaster repair questions from Wylie
Can a Wylie pool be drained for a plaster repair during drought restrictions?
It depends on the stage and on who supplies the water. Wylie's Water Resource and Emergency Management Plan, adopted by Ordinance No. 2024-12 on April 23, 2024, just encourages fewer drain-and-refill cycles in Stage 1. Stage 3 prohibits filling, draining or refilling existing pools, wading pools, Jacuzzis and hot tubs unless that is needed to maintain structural integrity, for proper operation and maintenance, or to alleviate a public safety risk; topping up for normal losses stays allowed, new pool permits stop and interactive water features may not run. Whether a repair fits one of those exceptions is the City's call, and an address served by East Fork, Wylie Northeast, Bear Creek or Copeville SUD should check with that district.
How much does a small pool plaster patch cost?
National figures published in 2026 put a professional spot patch or small crack repair at around $150 to $400, a planning range to be checked against local quotes, and a do-it-yourself patch kit usually under $50. That covers a few isolated spots; plaster that sounds hollow across several areas is a bigger job, and the estimate for your own pool is free.
